AML, Governance and Assurance Officer


Tullow Credit Union (TCU) is seeking to recruit an AML, Governance and Assurance Officer to play a key role in managing and reporting on AML and supporting strong governance, regulatory compliance and assurance across the Credit Union.



The Credit Union


TCU serves the financial needs of the Tullow community, providing a range of financial products and services to its members.


TCU employs 8 people, manages c.€61 million in assets, and serves a membership of 8,500.



The Role


The role combines AMLCO responsibilities with support for the effective operation of the Board and its principal Committees, together with co-ordination of assurance follow-up arising from audits, reviews and reports.



Key Responsibilities of the Role


AML

  • Act as the Credit Union's Anti-Money Laundering Compliance Officer (AMLCO).

  • Carry out AML monitoring activities in accordance with Credit Union policies and regulatory requirements. 

  • Conduct Themed Reviews and Testing.

  • Maintain AML records and monitoring reports.

  • Process and document suspicious transaction reports and manage escalation procedures.

  • Prepare and present AML reports to the Board.

  • Prepare and submit regulatory returns including ISBAR and other required submissions.

  • Prepare and maintain other AML reports as required by policy or as requested..


Board and Committee Support

  • Support the effective operation of the Board and its principal Committees.

  • Prepare Board and Committee agendas, papers, minutes and action tracking.

  • Attend Board and Committee meetings.


Assurance and Follow-Through

  • Co-ordinate and track follow-up actions and recommendations arising from audits, risk reviews, regulatory inspections and compliance monitoring, ensuring action owners provide updates, agreed actions progress to close-out, and overdue or unresolved issues are escalated or reported as appropriate.

  • Liaise with the Three Lines of Defense (internal audit, risk and compliance) to support effective assurance and reporting.

  • Prepare clear governance and assurance management information and Board reporting on the status of agreed actions, progress to close-out, overdue items, key themes and matters requiring escalation or decision.


    Policies

  • Co-ordinate the policy development and review process, liaising with policy owners and ensuring policies progress through review, approval and implementation as appropriate.

Other Responsibilities

Depending on the successful candidate’s experience and development potential, the role may also include the following responsibilities:

  • Co-ordinate Information Systems governance, cybersecurity oversight and digital initiatives.

  • Support the Credit Union's Operational Resilience, Business Continuity and DORA preparedness programmes.

  • Managing interactions and contracts with Outsourced Service Providers for the Board and Committees.

  • Undertake such other governance and assurance responsibilities as may be assigned from time to time in a rapidly evolving environment.

Reporting Line


The role will report to the Board of Directors through the Chair.



Person Required

  • Qualifications and/or experience in AML, compliance, assurance, risk, governance.

  • A third level degree.

  • A minimum of a QFA and other credit union or financial services qualifications.

  • Experience in the credit union sector would be advantageous; however, candidates with strong experience in financial services or another regulated environment will also be considered.

  • Training and mentoring can be provided for a suitable candidate who has strong experience in some areas of the role and the capacity to develop in others.

  • Strong attention to detail, good report-writing ability, effective communication and influencing skills, a collaborative approach, a strong work ethic and a willingness to learn, develop and take on additional responsibility are essential.


Contract Duration, Hours and Location


This is a permanent role. It is full-time, Monday to Friday, 37.5 hours per week; however, the Credit Union is open to reduced hours or a flexible working arrangement for the right candidate.


The role is on-site at the Tullow office with hybrid working.


Attendance at monthly evening Board meetings in person and at certain Committee meetings, mostly daytime, will be required.
